History

The IMPEX PETROLEUM Refinery was established in the early 2010s as part of Kazakhstan’s strategy to modernize its downstream oil sector. At a time when the country relied heavily on its three major refineries — Atyrau, Pavlodar, and Shymkent — growing demand for cleaner fuels and industrial products created the need for additional refining capacity.
  • Foundation (2011–2013): Built with cutting-edge technology to meet international standards from the start.
  • Operational Launch (mid-2010s): Commissioned as one of the most modern refineries in Central Asia, capable of processing multiple crude grades.
  • Expansion (2020s): Introduced petrochemical units, digital refinery technologies, and low-carbon initiatives to diversify beyond fuels.
  • Present: Recognized as a benchmark facility for efficiency, sustainability, and innovation in Kazakhstan’s energy sector.

Achievements

Technological Leadership

First refinery in Kazakhstan designed fully to Euro-5/6 standards, producing cleaner fuels for modern engines. Early adopter of digital twin and AI systems for predictive maintenance and process optimization.

Capacity Expansion

Increased throughput to process millions of tons of crude annually. Added secondary processing units (hydrocracking, catalytic reforming) to maximize yield.

Environmental Milestones

Introduced desulfurization technology to drastically reduce emissions. Piloted waste heat recovery and renewable integration, cutting the refinery’s carbon footprint.

Petrochemical Diversification

Expanded product slate to include propylene, polyethylene, and other petrochemical feedstocks. Supported Kazakhstan’s entry into the global petrochemical supply chain.
